The Starters card shows its questions on every page type it targets

A Starters card could show its heading and its free-text field with no question chips. It happened on a page type that no other widget of your site targets. Say your Starters card targets Product and your question bar targets every other page type: on a product page, the card had no chips, even when the library had questions for that page and language.

The card now shows its chips on every page type it targets, whatever your other widgets do. Nothing to change in the widget or in your library. It also holds for a variant of the card served in an experiment and for a draft you open from a preview link, so you can check a new card's chips before you publish it.

Which questions appear is unchanged: up to three, matching the page type and the shopper's language, and still limited by each question's own page scope. A page where no question matches still shows the heading and the field with no chip row. A site with no Starters card is unaffected.
